New York City — A late-night ride home turned fatal for a Queens mother of four after police say she was struck by an alleged drunk driver while riding an electric scooter just blocks from her home, a tragedy that has left her family and community mourning a life cut short by what authorities describe as a preventable crash.
The incident unfolded in the early morning hours of January 4 in the Astoria section of Queens and remains under active investigation by the city’s highway collision unit.
Collision Reported in Astoria Bike Lane
According to the New York City Police Department, officers responded to a 911 call around 1:45 a.m. reporting a motor vehicle collision near Crescent Street and 30th Drive.
Investigators say a 2009 Honda Civic struck a 2021 Hiboy electric stand-up scooter that was traveling in a designated bike lane. The scooter rider was later identified as Blancamir Arias-Miranda, 54.
Police said Arias-Miranda was ejected onto the roadway upon impact.
Victim Succumbs to Injuries Days Later
Emergency medical responders transported Arias-Miranda to NYC Health + Hospitals/Elmhurst, where she was initially listed in stable but critical condition.
Despite days of intensive care, she succumbed to her injuries on January 6, according to police.
The driver of the Honda Civic, Ryan Rampersaud, 29, was not injured in the crash and remained at the scene when officers arrived.
Driver Faces Multiple Charges
Police said Rampersaud was later charged with multiple offenses, including:
- Vehicular assault
- Driving while intoxicated
- Driving while ability impaired
- Refusal to submit to a Breathalyzer test
Authorities have not yet released court dates or additional charging details, noting that the investigation is still ongoing.
The case is being handled by the NYPD Highway District’s Collision Investigation Squad, which specializes in serious and fatal traffic incidents across the city.
Family Describes Devastating Loss
According to a GoFundMe page shared by relatives and referenced in local reporting, Arias-Miranda was a mother of four and a proud grandmother, known for her devotion to her family.
“Shortly after the New Year, in the early hours of the morning, Blanca was heading back home when her life was senselessly cut short,” the fundraiser states.
“Just blocks away from her house, she was struck and killed by an alleged drunk driver.”
Family members said she spent days in the intensive care unit before doctors confirmed she would not survive.
“In a single, devastating moment, a preventable act forever changed our family’s lives,” the post continues. “The loss feels impossible to comprehend.”
Remembered as the Heart of Her Family
Loved ones described Arias-Miranda as the emotional anchor of her family, someone who provided constant care, support, and protection for those around her.
She was remembered as “a proud grandmother whose greatest joy was caring for and protecting those she loved.”
Family members said her absence has left a void that cannot be replaced, especially for her children and grandchildren who relied on her daily presence.
As of January 14, the GoFundMe campaign had raised more than $48,000 toward a $100,000 goal. The funds are intended to help cover:
- Funeral and memorial expenses
- Ongoing household bills
- Legal costs related to the case
